The upshot is that if we tried to solve racism by systematically interbreeding to make everyone look the same, we'd be setting ourselves up for extinction. not to mention a great deal of boredom
I find it misanthropic to dislike your own race so much, you want to do away with it completely.
If it's "I'd prefer people not do that, because I think races should be distinct and unmixed", that's a whole lot more problematic. don't let free thinking run too wild
the bigger problem is not access, but the ability to extract and synthesize information in useful ways. what is needed is training in first-world information habits, rather than hardware which cannot find any use.

Actually one of the big challenges to fielding a laser weapon is atomospheric distortion.
We got to this because 80 million people were shot by guns, blown up by artillery, mangled by machines, starved to death, or otherwise shredded to bits in two world wars.
For 50 years, small groups of men had the power at any time to incinerate every human being on earth.
They still have that power.
As we have seen, more are acquiring that power.
So really, the species has little need for the high testosterone types. What war hasn't already killed, society will breed you out.
