In the nations whose governments did go from democracy to totalitarianism, political action by the people (remember, there was no significant organized opposition to hitler in germany) would have been (presumably) far more effective in stopping the forces of totalitarianism than an armed population, who could only counter-attack the government once it had become totalitarian - i.e., when it was at its most powerful.
In sum, the best tool to counter authoritarianism is political action, not political violence.
