Limit the max post size, throw some unicode at it during all stages, etc. -- the rest, the actual complexity and risks, seem to come from advanced feature, like templates or uploading files and whatnot (or "user-contributed addons", which you, like many things, simply assume to be a factor -- they're likely not IMHO). But a forum, like the one we're using now, for a much smaller site? Come on... it just pulls text from a database -- if you can't do that what can you do, really?
