We used to have green lights blink for the last three or so seconds, but someday it was decided that it promotes speeding at the last second, so they stopped. Instead, many traffic lights got counters, mostly the ones for pedestrians and some on the main streets in cities.
Then again, no red light here is long enough to justify shutting down the engine, so there's no saving in it. It's just for convenience.
