If people want city wide WiFi they should start a company and sell subscriptions. Cities should not spend a single dime of tax payer's money for this nonsense. If WiFi is such a good idea investors and consumers will embrace it and it will grow. The city should be worrying about arresting and prosecuting criminals and making sure that people can walk outside.
Legitimate purposes of government are defense and justice - everything beyond that is theft.
