    The Third World is exploring space, developing scientists and engineers, and developing their economies.

    Here in the US, we're developing our military, discouraging the study of science and engineering, discouraging all rational thought (God did it!), spending resources on some nebulous terrorist threat the will come some day (or so we're told), and developing industries based on chance and moving money around.

    I wonder which society has better long term prospects for its people, economy, and Government?

    Just curious: How do you classify a country as 'third world'? For that matter, how do you classify a country as 'First world', and is there even a 'second world', and if so what criteria does a nation have to meet (or not meet) to fit into this category???

    Same situation here. I work for a division of a Fortune 500 that uses Microsoft products heavily. However, we take our time and for several very good reasons none of which I need to list here given the knowledgeable audience that visits this forum. Just to give you an idea of where we are at, we're finally beginning to 'think' about making the move to MS Office 2003. Going back to the article in question, the IT head of the DOT hasn't banned the organization from upgrading to Vista or Office in the future. All he wants is enough due diligence to be done - something that any IT head would (should?) do.

    PDA's too. I use a Windows Mobile 5.0 - based device and yes, it does chain me to my work. I almost always react to an email. Sometimes this involves me replying from my PDA, or depending on what was sent to me, actually getting on my laptop and doing something more than just replying. The wife isn't happy and she is right when she says that when I PDA says jump, I actually do jump. Thankfully though I dont always jump and have learned that it is OK to let things wait until the next business day, or start of the business day, depending on when the email came in. I need to get to a point where I turn my device off outside of working hours. But then, that would defeat the purpose of having a PDA, wouldn't it?
