    That's a fun post! 36-core is immense! As an aside: It's been a while since we've seen any decent rise in processor Ghz. I remember IBM talking about functioning reasonably cool 10 Ghz processors (ref needed) in the early 2000s, but no one has them in the shops yet! I'm sure this was discussed in Moore's Law lectures prior to Y2K, but mention it these days and everyone scowls! So some people can (and they run cool) and some people can't, what normally happens in computing when the faster items are released?

    No one, but NO ONE likes to work with someone else's code. It's bad news when you have to do this at work. It's much more effective to rewrite the job from scratch after planning the functionality, encapsulation etc. etc. again. So to most people this type of job (whether it's like a line by line dissemination of a machine code tome or whether it's like an insectoidal dissection) is an unusual and unpracticed chore.

    I think the unique ability to run existing x86 (or recompile manually optimized for x86 c programs) at native speed is one of the reasons many of us stick with Intel architectures, it gives them a very strong tactical advantage. It would also alienate many strong key advice givers in the machine purchasing decision making process if their home Intel game collection was suddenly nixed by a capricious ogre like hardware maker.

    My understanding is that the financial sector does “cost based analysis” which is that the work goes to whoever buys the project's budgetary accountant the best meal – plus or minus capability. :0)

    Writing COBOL is not just easy, it's fun! It takes about a fortnight to work through the manual and become fluent. It uses very English like syntax. It's much easier than FORTRAN or C as it's so small! Lets face it in this world of UNIX massively parallel cloud social web computing, this is hardly a complex problem to solve – it's already been done by the folks that wrote COBOL. A simple database! So get that manual out, and have a try!
