Consider the average annual income in those countries is usually less than $1000, unless one day we can make it under $10, I don't see how it can be affordable.
As for western consumers who are looking for light-weight/cheaper alternatives, a 2nd hand laptop from ebay will usually does the job, and cost well under $200.
I doubt chinese government's efford. For a normal person will almost never visit sites other than in Chinese. Those who does however will always find a work around.
