Well, you can ban violent games for children, but maybe that's one way to 'de-frustrate'. They will still see violence on TV, in real life. At least they can control the violence in games, but TV doesn't bring that option.
I think it's up to the parents to take control over what their children can handle. The parent knows best what's best for the kid. I know a 10-year old that plays GTA, but he still knows the difference between games and real life. The parents need to know if their child can draw that line, before their children cross it.
And it will start with violence, but what are they going to do about racing games? They'll try to find a link between car accidents and Gran Turismo...
I live in Belgium, and we've got a comparable system.
The consumer pays a 'small' fee so all electric and electronic equipment can be recycled. The fact that the consumer pays for it, brings an advantage. Because of this it's possible to return your broken crap at any store and they will take care of the rest.
The fees are reasonable, depending on the appliance.

The common used UPS systems are provided with batteries that last for about 4 years.
These days the batteries are also measured while nog being used. When their are nearly discharged, they are charged automatically. This happens in a way so the life expectancy will be maximized.
Of course there's still Murphy's law, and batteries can fail a whole lot earlier!
I think this development can help a whole lot of people across the world. The system is quite small and can provide enough energy to supply a reasonable amount of people with power.
It's possibility to interact with alternative energy sources like sun and wind, can even deliver a long term solution without continuous provisioning of fuel.
What was the outcome of that study? 'Cause I want to know how big the odds are of me causing an accident.
