What are you on about? The story is about the fact that people use the Opiod Methadone over other Opiods for painkiller use because it's cheap. However it is vastly more lethal then the other Opiods.

Later when the governments and churches split up in the name of religious freedom, they didn't want to take away all their privileges, so instead they gave them to all churches.

The most intuitively obvious answer is that if your muscle growth can't be limited you're more likely to starve to death during famines.

Overdose isn't when you take more then prescribed, it's when you take more then what your body can handle.
