Have you considered using a Cintiq? It's fairly inexpensive by comparison, and should work with just about any computer. I haven't used one myself, but I know a few people who swear by them for working in photoshop, so it should offer the precision you're looking for.

Their software is open source, and the larger part of their customer base are in developing nations, allowing institutions to provide more terminals at lower cost (Only needing to purchase one machine to serve, for example, 5 or more people.)

Their xampp project, available for Windows, Linux, sparc, etc. Is easy to install, and once you've done it, it's all ready to use. Full MySQL and PHP support. I also installed their Perl addon, and so far it's all worked flawlessly.
