When I plug in a USB device or card, I don't have to track down a driver; it just works.
Ever since XP, whenever I plug a USB device into a Windows machine, it downloads the driver via Windows Update, then tells me the device is ready to use. The only device I have to hunt for drivers for is my capture card, and yes, I'd have to hunt for Linux drivers too.
The summary clearly says eBay (parent of PayPal) is dodging taxes in the UK. The comment was about all banks doing it. If the comment was about all auction houses doing it, or all merchants doing it. It would have been relevant.

Incentive: 'You give us $100, we'll give you $1 back'
Bribe: 'You give us $100, we'll give you (a contract equivalent to) $1000 back, even if you're shit'
