    Are WiFi access points quiet until they are actively probed?

    Some are, if they're set to not broadcast the ESSID.

    When I plug in a USB device or card, I don't have to track down a driver; it just works.

    Ever since XP, whenever I plug a USB device into a Windows machine, it downloads the driver via Windows Update, then tells me the device is ready to use. The only device I have to hunt for drivers for is my capture card, and yes, I'd have to hunt for Linux drivers too.

    The summary clearly says eBay (parent of PayPal) is dodging taxes in the UK. The comment was about all banks doing it. If the comment was about all auction houses doing it, or all merchants doing it. It would have been relevant. I feel sad to have to explain this.

    Fedora is made by a group of people, some working for RH, some not.

    RH then uses Fedora as the base for RHEL, so yes, Red Hat is (the most) responsible for Fedora.

    The previous system was the costly one, this is about reducing cost.

    Because we all know how good the UK government is at reducing costs, especially when they decide to outsource to the private sector (which is more or less what this is). Just look at the rail network...

    Here in the states, we call them kickbacks or incentives. For crying out loud, I have vendors offer me American Express gift cards every x number of toners I buy. What do you think that is?

    There's a big difference:

    Incentive: 'You give us $100, we'll give you $1 back'

    Bribe: 'You give us $100, we'll give you (a contract equivalent to) $1000 back, even if you're shit'
