Schools funded by property tax is one of the biggest tragedies in America. Low income areas produce low quality schools, keeping people in poverty. I realize it is a separate issue to what you were talking about, however.
Verizon's smartphones aren't so locked down as their regular offerings. I know my palm centro works great and can do anything any other centro can do. Verizon also is putting out an android phone by the holiday season I believe, named after some american city. With all that said, the level of lock-down of most of Verizon's phones is pretty goddamn appalling.
You can certainly make those statements without being racist, but you do need to back it up. Example of such statements that arn't racist:

Its not about lowering the standards for the definition of race. Its that there IS no accepted definition of race.
A race is where people see it and racial divisions are certainly not a universal concept. Closer to a social construct if you ask me.
Completely true, but due to the genetic differences between men and women, men will excel. Its a sticky subject, trying to develop true competition.
