My department boss (consists of 2 sections and over 20 people) does sometimes coding. This is not exactly in job description, but sometimes manager needs some nice and interesting stuff to work. Especially if guy comes from trenches.
First: I'm estonian and maybe not objective. But, in my opinion, this "research" are little bit inflammatory. I don't count, but if every third word is "Estonian" or "Estonia" or "Tartu", then this looks like "oww, look those foreign, maybe russian, cybercriminals!". Anyway, this is old and dead horse, what gets beaten, this infamous estdomains a.k.a Rove Digital (if anybody want proof, look Figure 1 in pdf and compare rovedigital.com). This article tries make impression, how in estonia this ISP is legal or somewhat "known and normal" business. In fact, i never heard about those guys before first scandals and court case, i afraid they don't have much business (legal or other kind) in Estonia.
Or if you don't want modify permission stuff over command line:
runas/user:administrator explorer
(note, that this is windows explorer, not IE)
Then you can continue point-and-click happy.
Yes, you are right, i don't cite all. But i can: "The differences between OS X and Windows are far more significant than any spec I discuss in this article. But I'm trying to focus mostly on speeds and feeds here - things that can be compared in an objective fashion. I cheerfully acknowledge that that's only part of the equation, but when people talk about Macs being pricey, they're comparing hardware, not software environments or user experiences." What is now different? That Author acknowledgement about this is only part equation, not whole system? Maybe some people only complain Mac price and think only about hardware, but i know lot people, who sees whole system and buy system, not only hardware. I think my point is still valid: even if you don't know, how to count "software environments or user experiences", this matters and people pay for this. You can get good hardware, but without software this is useless.
"The differences between OS X and Windows are far more significant than any spec I discuss in this article. But Iâ(TM)m trying to focus mostly on speeds and feeds here" - what means that mac tax in this context ? I think this is apples and oranges(or windows pc) comparison, if you don't count system at integral whole, but only fragment
do you really think people should be allowed to yell fire in a crowded theater?
Yes, of course! Yelling is one thing, causing damage and dangering life is another matter, what can be basis for arrest and prosecution.

I wonder how a "news for artist, concepts that matter" forum might look like =oP
Umm...have'nt you ever seen 4chan?
The solution? Log in as admin and fix it.
Nope.
runas /user:administrator cmd
cacls <filename> /E /G Everyone:W
Or if you don't want modify permission stuff over command line: /user:administrator explorer
runas
