I've seen similar behavior on my mother's box (Athlon XP 1600+, 768 MB of memory, Windows XP SP2).
The system was dog slow. Each click and every action took up to a minute to complete. No obvious resource hog could be observed under Task Manager.
Eventually, I've upgraded the IBM Proventia Desktop app (came with a VPN package) to a newer version, and the system literally recovered from a slow stutter to a normal (usable) pace.
my son is 11 now, and he's mucked around with the DarkGDK and Visual Studio - actually written some pretty cool stuff with Scratch. He's a straight A student and in a gifted program in our school board.
But he's also goalie for his hockey team in the winter, plays soccer in the summer, takes tae kwon do and boxing classes and runs track.
But seriously, kudos for teaching your child to keep a healthy balance between intellectual and physical activities! I've recently became a parent, and this is also one of my main objectives.

Incidentally, I've made a standalone installer using the
BitRock InstallBuilder.
The resulting package is neat, small (318 MB), includes it's own copy of wine, and even comes with an uninstaller.
If I find a suitable hosting solution I will share the link here.
- use winecfg to set windows version to 98.
- before installation copy the contents of CD1 (allied) to a local directory
- use winecfg to configure a cdrom drive (F: for example) to point to it
- further, in winecfg set the corresponding cdrom label to 'CD1'
- run the installer;
$ wine F:/SETUP95/INSTALL.EXE
- copy the included PATCH.* from the XP_Patch subdir to the REDALERT installation folder
- run the inlcuded update patch;
$ wine C:/WESTWOOD/REDALERT/PATCH.EXE
- run the game;
$ wine C:/WESTWOOD/REDALERT/RA95.EXE
You mean like the three perpendicular coordinate axes split in 5 +/- parts touching in 3D, instead of the +/- parts being sharpened pencils? Oh well, probably not.
