In large cities I agree that what you say has been happening. But there have been successes in smaller communities and that is where this may thrive. Look at Ripton, VT. as an example - it is a success.
This could be a wonderful opportunity for loca governments to provide a service to the community at little to no increase over any existing cost. Using open source hardware & software there could be a whole network of intra-town communications systems. I'd certainly donate my time and some equipment to get this going.

Consequently, people with Open Source experience will become MORE valuable. I'm living proof as my employer just agreed to make the shift away from MicroSoft in favor of FOSS alternatives.

Because a project manager, working under pressure from his/her boss says "Get it done" and the poor shmoe tasked with installing it doesn't probably know what a firewall is. He is simply following the instruction manual.
So many bosses turn a blind eye to this stuff you end up with serious vulnerabilities. I've seen them.
Presumably those living in these countries will appreciate having the ability to download pictures and stories of food even though they can't afford the real thing!

Perhaps Myers is helping to establish an alibi?
BTW, Maryland just instituted a new tax on IT Services which may or may not get repealed before it takes effect this summer!
