No it doesnt. Forced liability on software that is SOLD commercially. Free open source software is allowed a disclamer as you have the ability to find the problems and fix them yourself. Closed software is the only software that has forced liability as you can not fix it yourself.

Very easy to do, very clear language. and it will force two things. Either software companies will have to release their source code on request to anyone that asks to avoid the liability, or they have to actually write secure and good code.

And yes secure and good code is possible, I dont see many military or aircraft systems that have major fatal failures because the industry has a liability attached to their software. if they kill someone because of a bug, the families can go after the company.

Deregulation happened, and now people will go days without phone/DSL/cable because they dont have a regulatory gun to their head to actually respond.

It's time we put a gun back to the head of ISP's, because they cant be trusted to do the right thing.

We used to do this back in the @home broadband days. we had servers in major headends that were mirror serves for places like download.com and other services that had high traffic. Most of the time it was simply a reciprocal agreement because we both benefited from it. This was in the old times when Businesses were ran by honest people.

Today we have dishonest crooks like you have running Comcast who want to use extortion on everything. If they were honest in any way they would have formed an agreement with netflix to host mirror servers or add in a dedicated pipe to netflix regional servers to each region.

Instead they prefer to be dishonest dirtbags and try to act like organized criminals. the solution is heavy handed regulation like forcing common carrier status. The had decades of time to play nice, they dont want to, so fuck em all.

Hey GM, Want to be a leader again? Shot for the highest quality and offer a 10 year 150,000 mile warranty that covers EVERYTHING as standard on your cars. nobody buys GM junk because it falls apart after 5 years and is over 10 years behind everyone else.

I grew up as a UAW/Chevy family kid and I will not touch the garbage that GM makes. Been burned too many times by their low grade dog food that they sell. Only way I will come back is they start fessing up to their mistakes and give us bumper to bumper zero cost 10 year warranties that cover over 15K miles a year driven.
