There is no difference between what they are doing and driving to the movie rental place (with a tv in your motor-home but no dvd player) and plugging their player into their wall plug then running the cable out the window to your tv (in the rv). At no time does the signal leave your (rented) property.
Making rules against government misdeeds only works if the rules are enforced (warrantless wiretapping?). Passing another law to ignore is just window dressing, the real solution is to hold politicians accountable. It doesn't matter how much money they get in bribes/lobby funds if half the voters in the county/state turn up at his office and demand change.
Government is the only thing between corporations and total power. The problem is government isn't held accountable for their mis-deeds. If the dems and reps both sold out then stop voting for both parties. If there's nothing better then run for office. That IS how the system works.

If they tap into your phone's microphone then they can listen for breathing to ensure you're not dead in an earthquake. If the chip tracks the direction you are facing then it can save bandwidth by not sending alerts to the people you are talking to (info also sent to government via gps satellite where system tracks who you talk to).
1-To be useful in a disaster it should use satellite broadcasts direct to your phone. The local towers might be down or the generators under water.
2-Presidential warnings are worthless, but STATE warnings might actually be relevant, as disaster relief is mostly state controlled.
3-If i was a cell carrier I'd want to incorporate this into one of the existing chips- I'd need the design. Adding a single chip is a huge hassle and might cause issues with other parts of the phone. I'd certainly want my existing (low power) processor to handle the overhead, not some foreign power sucking lowest bidder POS.
To be done right a sandbox must either be implimented with hardware (max priveledge required) or be an interpreter that mimics (virtual) that setup. The best place for a sandbox is in the OS itself- something windows doesn't do. Without that you are a single buffer overflow or improperly passed pointer away from a compromised system.
