I think it is likely the Cuban government, but that the hearing loss is just a side-effect, while the purpose is possibly using UHF for some sort of "benign" spying.
Surely nobody honestly thinks that the Cuban government isnt paranoid as fuck about American ambassadors, especially since after the Cuban missile crisis we used Canadian ambassadors to spy for us.
If it's a mandatory meeting, I'd attend and unless I had another confirmed and accepted job offer elsewhere, I'd keep out of any "discussion" with regards to this topic.
The "one" bad thing on my work record at my current employer (of 15 years) is not attending two "mandatory" meetings.
Both of those meetings were in the month leading up to a unionization vote, were obviously just propaganda to convince people not to vote for unionization, and were held on my days off.
I did vote against unionization. The 3000-ish member department unionized anyways. I got a write-up as thanks.
If a "mandatory meeting" is on my days off or doesnt coincide in some other way with my work hours, then they can go fuck themselves. I'm union now. Cant do shit about it.

I am actually wondering of Google were the ones to pick the perfect time for it. They are being attacked by the radical feminists on a "wage gap" that may or may not exist at Google. Google gets to first look like they side with them, and later on use any legal case against them from this wrongful termination as evidence that the other attacks on them are toxic and bogus.

The ultimate question is: What computing task do you sit waiting on? Those are the things that matter to you.
I'll sit here patiently waiting for you to care what investments this firm currently has before you decide on the veracity of their claims and their motives.

Russia's invasion of and annexation of Crimea was interference with our interference efforts.
The U.S.A. was interfering in Syria, because Syria is in the way of a pipeline from Saudi Arabia into Europe.
Russia interfered with that, because it has plans to build a pipeline from Russia to Europe instead.
Ukraine was going to partner with Russia on that pipeline to Europe.
So the U.S.A. overthrew the democratically elected government of the Ukraine.
Russia took back Crimea, interfering with our prevention of that pipeline.
And just a few days ago, we put sanctions on Russia that our NATO allies must honor, again interfering with Russia's planned pipeline to Europe.
