A physician cannot charge a fee for a service that is higher than the negotiated rate - even to patients who are not covered by the publicly funded system - unless he opts out of billing the publicly funded system altogether.
So the New York Times article is wrong.
I as a Canadian can pay for any health care service if I can find a willing doctor that has opted out of the system.
In major population centers you can find these doctors.
However the largest set of doctors that have opted out of the system are in the USA.
At least GE seems to get the idea. From the article, emphasis mine:
GE, too, has launched a green business initiative: ecomagination, an effort to make environmentally sustainable technologies an ever-larger part of GE's business. Swirls fit well, despite the inevitable cannibalization. "The real issue is, if we don't do it, someone else will," says GE's ecomagination vice president, Lorraine Bolsinger, of Wal-Mart's effort to push CFLs. "It's old thinking to imagine that you can hold on to a business model and outsmart the consumer. You can't."
I see (and read) a lot of 'Star Trek' books. Can anyone tell me if the authors need permission from the 'Star Trek' copywrite holder to pubish their books? I know that a parody of 'Star Trek' would not need permission. What about a book set in the 'Star Trek' universe with all new characters?
I think that the 'Star Trek' series of books is a good example of what many would like to see happen to the Harry Potter books. I just want to know why the 'Star Trek' publishing environment is so different than the Harry Potter publishing environment.
sure...
1) Exploit security bug on current browser
2) Disable browser so that it can never be used.
3) Download and install new browser for user.
4) Warn user that their browser is not operational. They must wait until the update has finished loading or else they will have to install a new browser from scratch.
5) User ends up with a secure browser by either waiting for new browser to be installed, installing the newest browser themselves or having no operating browser.

How about defining a kg as 1 Liter of pure liquid H2O at it's triple point? That takes care of the pressure variation.
I think Columbia Internet is located in Vancouver. They may be looking for network engineers.

I guess that there are no educational requirements needed to become a university president.
Even with fewer keys, I still manage to hit a few wrong ones. Here are the correct links:
At home my happy hacker keyboard has only 60 keys. At work I splurged and spent my companies money on a 65 key happy hacker II keyboard.
