I know a cell phone is probably bigger than a RFID bracelet, but the kajeet system is made for parents like you and is fairly cheep (under 40 a month) you could even make it sound like a allowance or reward for her. But best part is you can track them on your cell (assuming you have a smartphone).
I notice no one has mentioned scrivner It's not really for writing your final draft but is great for organizing ideas and gathering information. Once you have the basic layout you can export it to text documents and work on the final draft in something like Adobe Indesign. It only took me a hour to learn with its built in tutorial. I found it a must in my writing (mac only though sorry).
I started with python when i was 12. It's pretty straight forward and being built on c you can do a lot with it. You can teach your kids the basics of programing and then take them to more advanced stuff like gaming programing (pygame built on sdl), web programing(dejango), or full apps complete with gui's (wxpy). That is what I would start new students with. With that said C is a great language to learn. If you can learn C you can progress to almost any language and excel at it easily. C is probably one of the strictest languages i have used and forces you to learn good programing techniques, however it is harder to learn than python. Good Luck!
Dragonback trilogy by timothy zahn(starts with Dragon and Theif), Dragon riders of Pern by Anne McAfree but only the first three are any good (Dragonflight, Dragonquest, The White Dragon also note these might be a little too adult in parts), the Seven Tower series by Garth Nix, Hitchikers Guide to the Galaxy by Douglas Adams (nothing like the movie), The Foundation trilogy by Issac Asamov, iRobot by Issac Asamove (again nothing like the movie), A Wrinkle in time by Madeleine L'engle, the dark is rising by Susan Cooper (nothing like the movie), A Wizard of Earthsea by Ursula K Laguin, the White Mountan trilogy by John Christopher, the Black Cauldron by Loyd Alexander, Dragonlance Chronicles by Margaret Weis and Tracy Hickman, and everest by Gordon Korman, Hardy Boys. Those are my favorites,
