I dont see how the government could buy all the bitcoins, there are so many out in the wild now i would think it would be impossible. A good example is the way Jupiter protects earth from large asteroids, things are more attracted Jupiter and the sun then earth...impacts only really happen out of bad odds. also, that 33 tons is dust mainly, and scattered all over the atmosphere...damaging meteorites is rare to see in the atmosphere (the fire balls) and even rarer to hit ground (last one was the Russia one that exploded and took out a bunch of trees, and it didn't even hit the ground)
