    Spammers are liars. But it's an oxymoron to say it.

    It is the liar's paradox if it's a spammer who says it, and *redundant* otherwise. Not an oxymoron, unless I understood you really badly.

    Isn't that kind of contradictory? Like saying "we intend to fully polarize the light in all directions"? You can't have partially polarized light, and you can't have partially collimated rays... that's like saying you have somewhat parallel lines or a slightly rectangular square...

    Yes, you can have "partially collimated" rays, as you put it.

    Without collimation, the rays spread out in a cone-shaped beam. In the way described above, the rays are probably collimated in only one axis, so that the cone is "squeezed flat" into a planar angular sector, so now the rays are all parallel to one plane.

    If they were also collimated in the other axis, then the sector would be "squeezed" into a pencil of rays, all parallel to a single straight line.

    And it is quite true.

    No ISP on this planet has enough available bandwith for all of its customers to use 100% of their nominal bandwidth simultaneously. You are able to use all of yours when you need it only because most customers, most of the time, are not using theirs.

    If everyone starts trying to upload/download at a rate as high as possible in a steady manner, then everyone will be limited to their fair share of the total (real) bandwidth. This way, the same amount of offered, nominal bandwith will require way more infrastructure and be way more expensive.
