And why not? Powershell is perfect for the job.

Okay. It's as ubiquitous as bash or csh. It ships out of the box with Windows Vista, 7, Server 2008 and 2008 R2, and for XP it is included in Windows Update so any computer properly receiving it's updates will have it.

I wouldn't. Like you already implied this tax is redundant on top of the existing gasoline taxes, however taxing by the mile removes the incentive for fuel efficiency. If they're looking for a new way to help pay for road construction and maintenance may I suggest a new tax for heavy trucks. An 18 wheeler does over 100 times as much damage to a road surface as a typical car when it passes over it.

Once trolls know they've been taken out they tend to find another way back on, so the best way to fight them is to make it hard for them to tell they've been silently banned at all.

I always thought the most effective way to combat trolls would be to silently flag their account, allowing them to post and continue viewing the forums as normal, but everything they do is completely invisible. Compare some SNES soundtracks to the FM beeps and blips of the Sega Genesis (not to say beeps and blips aren't awesome), but yeah, I suppose if you disregard the substantial CPU improvement, and the revolutionary graphics and sound improvements it's really nothing special.

No, it's mostly because when you're writing software to use DTMF interaction, you don't want to be bothered with the filters and algorithms to extract the data from a audio channel (which is unreliable with noise, echo, feedback, etc.) when it can be given accurately in a very easy to parse form out of band. The transition to inband DTMF and out of band DTMF usually occurs at the PSTN gateway which bridges your VoIP network which can support out of band DTMF to the regular telephone system where all you have is an audio channel.

Of course it doesn't, but then, neither does the codec. Whatever VoIP codec you are using is transcoded along with the out of band DTMF at your PSTN gateway into G.711 with the DTMF put inband, whether your connection to the PSTN happens to be via POTS or PRI.
