Hmm, with all the advances recently in biotech/nanotech, we should really cut back on the worlds military budgets (a world-wide tax so as to level the playing field perhaps?)....AND we take a small amount of this money and put it into funding projects like the SENS project and the Mprize and open cures projects.....these projects are working to control and reverse aging through research into the mechanisms of aging and cell repair and the development of therapies to boos the exsting stem cell repair envieroments of our bodies and also things like growing replacement, printing replacement organs, the developement of exsting nanotechnologies to control and eliminate cancers, the development of advanced programmable methods of reprogramming our cellular dna programs in our cells, the development of advanced programmable nanobots to diagnose and repair our cells from the inside out.

The countries that develop advanced AI (artificical intellegence) and nanotech/biotech will make a lot of money selling the life-exstenstion tech to the rest of us, while countries that wage war will fall behind and be forced to by it from the former countries.
The federal conservative government here in canada allowed this travesty to happen, and only changed thier "plan" when the masses just about started a riot over it!!....its also common knowledge that they (the conservatives) are taking orders from their GOP advisors south of the border (the US)...Harper himself, has admitted he worships the disfuctional US model of politics (and society) and their political attack adds.
If the federal conservatives are re-elected in this next election, we can expect more of the same (who knows, they may find a way of reversing this decision if they gain full majority power) , the only reason they backtracked on this CRTC descision is that we are heading into another election (that the conservative want because they cannot stant having this current minority parlement situation).
Back in the 1980's, the right-wing government here in BC recieved a very public donation of about 25K for the CIA before the provincial election (more than once)....you wonder how much influence the US has with the federal conservatives (since they are major advisers to the conservatives), however, as can be seen in Egypt, a lot of people around the world are very disturbed by the constant interference in their local politics by the US super power!
