The restrictions placed on the PLEX item were recently lifted and so they are now treated like any other in-game item; you can transport them to other stations to be used elsewhere, for example - nullsec. There was no hack involved.
Most people I know remember Symbian as an uncomfortable, clumsy OS before real smartphones even existed. Personally, I wouldn't use it since I'm biased away from it for this exact reason.
When the blue ring on the map was quite large, no doubt the phone was indoors - perhaps the apartment block that was mentioned in the story. Aside from the GPS signal being obstructed, what else can go wrong with this service?
