I bet you one or two couldn't. They couldn't repair the damage. There is now escape mechanism on the shuttle from orbit. They had no suits or training for extra-vehicular activity. Their orbit made it impossible to get to the ISS and even if they did they had no way to actually DOCK with it. The only way they could have come down was using the shuttle. If there was damage to the left wing, the only way they could have prevented a burn-up is by altering their de-orbit trajectory. For example, the shuttle performs a series of rolls to turn right and left. When you turn right, the right wing has the majority of the force applied to it (and vice versa). Limiting the amount of force on the left wing may have solved the problem, but we really do not know.
All of these possiblities are under the assumption that NASA KNEW THE SHUTTLE WAS BROKEN to the extent that they'd all die. NASA did not know, otherwise they would have atleast altered the shuttles reentry trajectory (at the very least).
Short of preparation for this trajedy, there was nothing NASA could do to prevent it.

Airports are big and clear of debris and obstacles. Try automating something that lands in your driveway (or someone elses driveway) and avoids tree branches, thin wires, small pets, etc.

Who decides? Economics. "Cool Shit" rarely pays for itself. Flying cars are not practical to be frank. They cost an enormous amount of money just to develop, and what they'll end up being is an extremely expensive toy with no practical or durable use. Cars are cheap because the parts are mass manufactured and they're simple. You can't take the complexity of a Harrier Jump Jet and market it as a car AND not expect all kinds of horrible crap to happen (air to air collisions, contact with power lines, etc). The FAA has butt-loads of restrictions on aircraft for a reason: they're dangerous if not used properly. You bust a head gasket driving around in your car and you'll still putter to a garage for help. You bust something vital on an aircraft at 10,000ft and you're screwed. Try to imagine mass amounts of people using these in a dense suburban area.... just getting the damn thing in your driveway would be hard enough.... imagine if there were high winds. Computers can compensate for a lot, but there's a reason why we don't have automated cars, let alone automated flying cars.
Thats assuming a bounce would ever occur. Besides, a bounce is hardly a legitimate notice that a phone is not being used. Most providers do not even supply error responses to messages, even if the message is never delivered because the phone is off.
