Yeah, I noticed the same thing. Loading my 512K shuffle via USB2.0 already seems to take a lifetime, now they want to transfer video?!?! Loading a TV show onto the iPod will take just as long as watching it!
For some, it's already here. NexTV (http://www.rtctv.com/index.php) is just one of a few telcos offering cable-like programming over DSL.
Both cable and telco companies are seeing one big IP connection to the customer to provide voice, video and data. And that's just for starters. They'll need to provide differentiating services and features. Hosted PVR? Video chats? No one knows what will lure the customer yet, but that big IP pipe is the basis.
As for your concern about congestion, that's a (big) detail that must be ironed out (what about all that dark fiber?), but it's no showstopper.
As far as I can tell, while SkypeOut allows you to make make outgoing calls to landline phones, there's no Skype service that allows you to receive incoming calls from landline phones. If that's true, then Vonage is a better landline replacement.
How hard would it be to port Nautilus on Darwin, since Darwin is just a strange BSD variant? I noticed on Eazel's web site that it only runs on intel platforms, so it's not trivial...
Apple says that they're porting Darwin to intel, but who know how long that'll take...
You might want to check out ZAF from Zinc Software (www.zinc.com). ZAF is a C++ GUI builder that supports multiple platforms (Motif, Windows, DOS, vxWorks). I've never used it, but it has gotten favorable reviews (links to the reviews can be found at their web site).
