    True. But Congress can deligate the making of some regulations. And from time to time a court will go to far. After all it would be silly if congress had to act every time the FDA wanted to OK a new drug.

    What Congress did was pass a bill that said the FTC shall make a rule to regulate "X". (It was probably a lot more specific). The courts have said that this is perfectly fine.

    The Commonwealth in the context that you are thinking is the group of the UK and her former colonies. (IE what used to be the Empire). The 4 states in question also call themselves "Commonwealth" but that predates the Brittish usage, which in a real sense only dates to about the 40's. (Before that it was the Brittish Empire). Australia is also officaly "The Commonwealth of Australia" There are probably a few other things out there calling themselves a commonwealth. In the terms of the 4 states that do it is just a historical thing it has not real meaning.

    Just for the record Science Jounals have worked like this for a long time. if you Send something for example to the New England Journal Of Medicine (Or any other major journal) they will ask a number of other people to read you piece and give them a review of it. It is a good way to keep the quality up.

    That is in large part due to the fact that IBM
    has been porring massive money into figuring out
    how to build these things. IBM has a lot of really cool R&D stuff going on around. (And have gotten a few Nobel prizes over the years for it)

    One time pads are unbreakable. But you need a secure way to distribute the keys and you need 1 bit of key for each bit of data you want to send.

    So there are some very difficult bits that have
    to be delt with to make it work.

  7. Why should we say no thanks. We are providing something of Value to Jane's. And they offered to pay us a few bucks for doing it. If they asked you or me to write a whole article then we would want to get paid. Hell if you want you can give any money they send you to a local charity. (I'm sure there are more than a few who could use the cash).

  8. I don't know that those are the pricipal audience of Jane's. They may read it. I take the general rule that the free expression of ideas is on the whole *BAD* for thugs and petty tyrents.

    Well they can say it on a web site. But ofcourse they can't force you to take something down without going to court. And then they have to convice a Judge (and maybe a jury) why you should. So if you have "Free Pez" in the meta tags and a lot of Smut then you are in hot water. On the other hand if you have a bunch of pictures of old PEZ dispensers you are probably ok.

    The problem with EMP is that you have to get close
    within a few hundred yrds. A software attack can
    be launched from anywhere. But it is worth noting the EMP.

    Well getting them out of that gravity well might
    be a bit of a challenge. Somehow I don't think
    this will make any impact on the price of dimonds
    in the next 200 years. Remember those planets are very far away.

    Yes we see that. They problem is that if you break
    laws they try to put you in *JAIL*. And I don't know about you but when they ask where do you want to go today the Federal penatentery is not on the top of my list.

    There are a lot of folks out there who do not like the USA. Iran and Iraq come to mind. Sudan as well. Ok they can't hit us with a large number of nukes like the russians did. But that does not mean that they can't threaten things we think are important. And of course they could threaten us by blowing something up like those 2 embasies in Africa.

    Plus the CIA gathers info not just of people who we might go to war with. We have been known to square off agenst any number of countries in diplomatic circles.

    Well they did say that this was for developing non classified stuff. I imagine that the CIA uses a lot of stuff that is not classified too.

    And as you say Money has no Ideology. Maybe this VC firm will fund something great that another didn't. Hell its just going to be one more group trying to spread cash around.

    What I was thinking about was the Debian Free software guidelines. Even if I could write an App with Delphi and issue it under the GPL someone could not recompile it without Delphi. This is exactly what people objected to when KDE first came out.

    So would a free app written with Delphi fit with the letter and spirit of Free (libre) software?

    If there is a way to fudge it, for example splitting the IDE From the backend.

    If there is a way that I can use it to write
    free software I am interested. If you need a copy of Delphi to compile it the resulting code is not
    free software. Maybe they can offer a runtime lib as free software so you can't use the real nice desing tools without paying for them, but anyone can re-compile apps.

    On the other hand for "In House" apps it will be nice.

    The question is not can system X be cracked. It should be how much money and time does it take to crack X. I mean if the NSA can crack my email
    but it will take a computer that costs 100K 60 days to do it I don't much care. The probably will have more important things to use that computer on.

    have to defend it every time. Or it stops being a
    trademark. So it is atleast part the fault of a

    Speeking as Jew I have 2 probems with this.

    One the memory of the Holocost is way to fresh in my mind. At the old folks home that my grandparents live at there are way to many folks who can't wear short sleaves as they don't want that number visable.

    Two tatoing is agenst my religion on general pricipals.

    Well not really My understanding of the law is that the federal gov can take your patent if they want to. (You can't sue them without their OK, its called sovergn immunity).

    Plus I really don't think that would ever happen. There are just a few to many memories of the Holocost.

    But it is kind of Ironic that this comes up durring the high holy days.
