When I was young... a long time ago (1960's in fact)... my family moved a lot. As a result I ended up attending two different elementary schools in Texas, one in New Jersey and one in Alabama. While I can't comment on other Texas elementary schools, the two Texas schools were overwhelmingly the least pleasant experiences of the four. One of them seemed to adopt more of a guard/prisoner mentality regarding the relationship between teachers and students. I see that little seems to have changed.
First, the quote, "Numerous incidents of unplanned releases of radioactivity have been reported to the NRC within the past few months."
"These incidents of leaks, overflows and spills have resulted in contamination of areas outside of plant buildings. " is not actually in the article but rather it is in the link from the NRC in 1979 about responding to the leaks. The article then goes on the say "the NRC is capitulating to an industry decision to take almost three more years before announcing an action plan" but the link supporting this is broken, so I can't evaluate it. The next two paragraphs have no links or citations, just general accusations. The next paragraph seems to be supplying substantive information about tritium leaks, but both of the supporting links are broken, so again, I can't evaluate them. I downloaded the full report but just wasn't interested in reading 50 pages of stuff after trying to evaluate these few paragraphs.
IANAL but this seems to get close to the idea of itellectual property. If "effects" excludes email from protection because it's not physically tangible property, then why would IP enjoy protection? Of course I'm probably way off here.

I read "progress is necessary so that we can prepare to release" as saying that the order of events is "progress" -> "prepare" -> "release a text" , thus progress must precede releasing a text. The definition of "progress" seems to be defined as "... issues, such as the scope of the intellectual property rights." I'm pretty sure that most of us believe that the U.S. position on scope is going to be in favor of large IP holders.
After I build my time machine I plan to go back in time and patent the process of writing buggy code. This of course will lead inescapably to my next patent of fixing buggy code, while of course recursively inserting new bugs. I may even claim all subsequent programs to be covered under these two patents.
Apparently, wearing a hood renders a jedi completely unidentifiable, even to a mind as powerful as Jabba's. I must write a proposal for funding to see if this protection extends to other forms of headgear?

Thus, clearly access was not the real issue in the case. He then goes on to opine about the definition of access. I don't see NYCL as the dishonest one.
This is true in the US, but there are other countries that have built quite a few nuclear reactors. France comes to mind. I'd like to know if thorium is being used in reactors anywhere in the world? Is the US the only country with large stockpiles of thorium?
