The point is always to limit the number of cars to something that is not overburdening the roads and environment. OF course once you have something with value, people are going to want to protect it, that's just necessary evil.

Thay can't simply look at the world around them and adjust their business accordingly?? It's not like it's hard to go into a board meeting and tell them you know how to make more profits.
