Ofcourse they are not licensed, the whole idea behind this frequency band is that you don't need to have a license as long as you are using approaved low power equipment.

I think you got that wrong, now non-US ISPs pay US undersea-cable companies. After the change non-US and US isps are going to pay the undersea-cable companies. If they are US-based then there is less money coming into the us.

A much bigger problem is the exploitation by the rich. Large corporations are making millions over the backs of poor people. And don't say they are helping them because this would imply making them more expensive to hire and less profit. These companies want to keep them poor.
Although it is not their first need, you do have a point. Access to information is one of the first needs for a good education, which in time will result in a better way of live for them.

Actually a 386 can fill an 10meg (bits, not bytes) pipe. I tried it. It also depends a lot on the type of nic and protocol you use. You can't put any real data over it however since it can't do anything usefull anymore....
