Hot swap everything is not exactly uncommon. Solaris does it even Linux in Motorolas new distro. For most I/O things it is rather straight forward, just disable the thing until a new is in place. When it comes to RAM and CPU it entails having spare capacity and the ability to disable before swap. So with enough RAM and more than one CPU, no problem.
Now, I may not be a Math major but I do seem to remember a percentage being a relative number;-) In other words 99.999% uptime means that over any time period (of significant length) the system must be available at least 99.999% of the time. Usually one meters this over a year (exept for Winslop where a day is a significant time:-) This means that you are allowed approximately 5 minutes downtime every year.

'nuf kidding, I think it's good that M$ is closing in on good software practice. They may have a bit left but at least they are getting there Real Soon Now (tm). And, this is not the first thing that M$ has 'invented' or 'improved'. HTML, Java, distributed objects and GUI just to mention a few.
I do not belive that mainframes will die anytime soon. I actually hope and predict that they will be around for a long time. I have said for 18 years now that we must use the right technology for each system. As much as that may hurt some/.-ers, the right thing is not always Linux. (don't get me wrong, I am a registred Linux user Linux Counter) Mainframes and their OS is extremely good at processing enormous volumes of data and transactions. They are real bad at interactive processing and should not do that. Linux is one flavour of the very good Unix system that is excellent for servers and power workstations. With the introduction of Linux, Unix will be accessible to the "common user", there is a bit left but it will be there Real Soon Now (tm). I have seen to many projects becoming disasters because of using the wrong technologies. Let's stop the bickering and try to collectively use computer technology wisely.

Under UCITA anyone but the big corporations with shrinkwrap license is responsible for the quality and usability of their product... This will hurt OSS and small business tremendously
