What would you do with the large amount of business critical Java systems oh mighty one? You can't just turn them off because the users still need the functionality. I'm using my imagination but I can't picture how systems with the same functionality in a different language would just appear.
These institutions screwed loads of us after Y2K so I'm highly amused to see them panicking. They'd have to offer me vast sums of money to go anywhere near them now.
Much as I'd like to take the opinion of a clearly godlike hacker as yourself, the fact still remains that no one is going to rewrite all that code in whatever language you think is the One True Way.
Perhaps because it's one of the world's most widely used development languages and if something works, it's hard to make a business case to rewrite it just because some snob on Slashdot has a hard-on for another language.

It's pretty easy really. Does the software (third party and in house) that we need to run our business run on OpenBSD? No. Is there an equivalent? No. How much will it cost to rewrite everything? Tens of millions and huge disruption. Ok we'll pay a fraction of that to threat mitigation companies instead. I have nothing against OpenBSD. It's an excellent piece of software, but there are so many things it doesn't run. If Windows could be replaced so easily it already would have been.
People are irrationally afraid of a power generation method that, if it fucks up, can render a large area uninhabitable and produces waste so toxic that it needs to be buried in concrete for hundreds of years.
No raped women or gay men have been stoned to death in this country in the 100 odd years since the first mosque was built. If Muslims are planning to impose Sharia Law on us Brits, they're taking a very long time about it.
