The point is that it's passive. If you drop an active circuit in a bathtub, it'll probably fry all the circuitry. A passive circuit is less likely to be damaged, so it would still work next time you ran it past an RFID reader.
ie. they're saying the RFID chip will be hard(er?) to disable and therefore for a thief to disguise his stolen netbook.
