Because people embellish resumes and creatively bullshit through interviews who have no experience anywhere near the task at hand that they are supposed to do. An open ended test weeds out a lot of that.
Even those that have been doing it for years may not be versed in how the rest of your group is working and could not have the kinds of experience you really need.
Your a thoughtful parent, my parents did/are raising me a similar way (just turned 18) and I hated them for it, but that probably means they did something right.
It doesn't matter if you tag on cool features and plenty bugfixes later, what will be over the net are a thousand bad reviews and comments. Nobody re-reviews games to see if they actually got better. So it all adds up to this gigantic waterfall model where everything is supposed to be finished at the same time. Or so one would hope, and then the mythical man month sets in...

A want copyright laws that allow artists to earn a fair living. I want fair use spelled out. I want a limited copyright term, say 20 years. I want NO DMR.
Which is why I carry a camera, a phone, and a mp3 player as 3 devices. I haven't seen any one device with a 12mp camera, 80gb memory for my music (yes I do listen to atleast 40 gb of different music per week), and phone usage too.
Except the major differences in hand actions are the dpad/left stick swap and the ps3 controllers can have a motion sensor. Other than that the buttons are renamed and the triggers are different.
