College is free in Europe because they are not spending money on their military and are instead being protected by the US military. If the US reduces its military spending it could afford free college. At the same time Europe woul have to increase its military spending and could no longer afford free college. its not about being civilized/uncivilized, its about being militarist/pacifist. The US has been fighting wars from the time of its creation. You are not going to change the militarist nature of USA in a generation.
For Trades it would be better to have a certification exam like the Bar exam. Being certified by your peers has way more value than a piece of paper from a college you never attended.
Seems like a win-win. Rich foreigners pay a full tuition which allows the college to give scholarships to poor Americans. What is the harm? As for getting into courses its a first come first serve or a lottery - how much tuition a student will pay plays no part in it as the foreign student needs to take 15 credits every semester so its not like if he/she doesnt get the course of his/her choice he/she wont spend the money. The college will get 15 credits worth of tuition at the full rate regardless.
A UBI gets its efficiencies by abolishing all govt hierarchies including medicaid, medicare. UBI believes people know whats best for them so if they want to use the BI money on community college tuition and take a chance by not having health coverage they should be able to . This is contrary to our current society where we do not want people to die because they cant pay for health care. If you start making compromises with UBI you end up with a mix of medicaid, food stamps, section 8 and EITC basically what we already have.
If the entry level positions are now in India why dont your entry level graduates move to India to get the requisite entry level experience. Nothing is preventing them from doing so. Its not even as hard as it was for their grandparents. With modern flight India is only a 20 hr ride away. Go work in India in entry level positions and you will be ideal candidates for senior level positions in the US as companies will not even have to do visas for you while you would have the cultural context to work with entry level folks in India. Fact of the matter is with globalization entry level work is no longer valuable enough to do it in USA.

Companies dont complain about not finding people who can work, they complain about people who dont want to work but still get a salary - the folks who have been trained by college that it is OK to skate along and still get a degree. Also with a large strata of society which never went to college beginning to go to college a lot more scholarships are being handed out. This is compensated for by charging higher tuition to the rest so the sticker price of college tuition is going up. Many of these students have gone through low quality high schools and are not ready for college and end up taking 6 years to pass what used to be 4 year college hence also driving up their costs. Sad part is even those who could graduate in 4 take 6 so as to enjoy the party atmosphere of college and these folks are not on scholarships so end up paying for 6 years all of it at the higher sticker price.
Your last line is horseshit. The Nuclear Proliferation Treaty was brought in in 1972 immediately after India tested its own bomb. Its purpose was to keep the club closed to the 5 who had their bombs. Added complication if you provide UBI you would have to adjust it for children and that is a motivation to just have children without planning. To make UBI successfull you would have to put so many checks on people's individual behaviour that you would be living in a nanny state. Scandinavia is already a nanny state so UBI makes sense there.

Dont give the child's Basic Income to the mother. Give it to the foster parents who take care of the child. No more motivation to pop out babies.
