Your suggestion is already in place - said performance metric being grades in high school, mechanism for removal of money middleman is known as a scholarship.
(20 billion (dollars) * 100 (cents/dollar)) / 300 million (Americans)......is about $66 per American by my math. This is not even taking into account the substantial portion of Americans who pay no taxes.
Unless of course you are taking about using your handheld as a development platform (say for when you are in a remote location). However if you are just talking about app development... there is no point in native compilation.
One can definitely find a replacement tech job in a week. A replacement tech job they want/like/is satisfying....? That sometimes takes the better part of a career.
Freeze a bunch of bacteria and DNA into particles the size of a grain of sand. Build thousands of probes that carry several hundred kg of this material, and launch them in all directions.
Once they get out of the suns gravity well, they spray the material as they travel along.
Maybe just for fun aim the probe itself to achieve orbit around a G class star, and hope the residue eventually makes its way to a habitable planet.
In 100 million years or so (not that long in galactic terms) Earth life might take hold somewhere else.
This is not very friendly for any other life out there.
With current technology, if we launched now we would probably end up in a situation where the relative motion of the star away from us would out run our spacecraft. Sure for now the star might be moving towards us... but by the time we got halfway it's orbit might be moving away from us again.
>> the linux kernel source code is riddled with unused variables...
One would think that the linker would eliminate most of this. Not sure about the unspecified "unfixed and seemingly minor issues which collectively represent security vulnerabilities."
As far was the warnings go - most of those that I see are in the modules, not the kernel itself.
Boots faster. Is more stable. Uses less memory resources. Windows networking seems to work better. Seemless integration with the kids XBox.
I seem to have much more luck developing drivers on 8.1 as well - far less error check screens (more a function of me learning the DDK), also at the user level ETW seems rather more robust. Windbg also seems to be more stable when running on 8.1.
Also, I like the UI better (on the desktop) - I largely ignore the metro screen or whatever it is called.

All anyone needs to know is that they shouted an Islamic religious oath. There is no need to pass along their actual message for them.

What is the problem with cross compiling?

would require an air sampler.
Why do I suspect "strength to walk away" translates to "savings"?
...then why are virtually all of the most successful tech companies here?
Yes, a few exist outside of the US. Not many.

Seems like if we launched now, the attempt that waits 250,000 might get there sooner.
Try it on 8. Mo betta.
You make me miss Shampoo.

I think the "at least the end-user isn't restricted from fixing bugs when they occur" part is what the rejoinder was referring to.
For a long time I thought that... then I actually tried Windows 8.1.
It is not bad actually, and far better than 7 in every way that I can tell.
US ASW capability is pretty damn awesome.
>> Because we're all bastards.
Fixed that for you.
Virtually every aspect of modern computing that I can think of has its roots in defense related R&D.
Revisit contemporary definitions of life. Chemical reactions (crystals, fire) comprise only a part of that definition.

My guess is that you overlooked the "USA, AUS, CAN, GBR, NZL" at the top of the slides.
No snarky commentary to offer like the above posters.
Why the hate? They are just trying to make your comms more secure, after all.
