Judging aliens by our standards and in the context of our experiences may be the gravest error. Since we are talking scifi, let us mention Ender's Game, where the 'bad' aliens thought humans were of no consequence because of their racial context. To coin a phrase, "Welcome, but check your weapons at the door, please".
Actually, when you think about it, if paying attention to the entire environment is dangerous with this system, women drivers may end up with fewer accidents...not to speak of the shrunken 90 year olds peering over the steering wheel.
Just to be clear, many bright high school students are capable of doing more advanced ('college level') work than they are offered in high school. Few of them are 'ready' to enter college. Indeed, judging by the stupid drunken behavior that occurs at most colleges, few high school graduates are 'ready' to be at college.
That said, this payment program is just a variant of the "you get what you measure" phenomena that shows up in every walk of life, most famously in salesman compensation programs. If you reward the right behaviors then you are ahead of the game. Make a mistake in understanding what the right behavior is...
Regarding the reported death threats - try suggesting a free market voucher system for public schools. Mayhem ensues!!

A pepper gap such as this cannot be tolerated. The security of our nation depends on meeting or exceeding these advances! At the very least, a space based pepper shield should be a highest priority. Pepper is Not A Game! Oh, wait, it is. My bad.
