I played to level 31 on a PS3 before buying the Steam version for the PC. The PC version is so much more responsive, not to mention moddable, that there's almost no comparison.
The long delays on the PS3 when moving to another area, opening doors & etc. was pure torture.

The great thing about Android is it's (sometimes) rootable. If there's a superuser equivalent in a Windows 8 tablet at a reasonable price, I'd buy one anytime.
