Updating your software to be the "latest and greatest(?)" is ALWAYS a bad idea! I'm not proposing that, what I'm pointing out is the NEED for automated security updates.
I do run update/upgrade on my debian unstable box at home every night, and every few days I have to check out what's broken and see if I can submit a bug report. I have a few other servers which use stable which if you knew much about debian, is mostly feature frozen. Debian has a rigorous packaging standard and a great QC division. I'm fairly confident that packages coming out of the pool are good enough for a power user. Packages in the stable distribution have gone through many iterations and integration testing. Security updates applied in haste may not have the same level of testing, but I'd much rather have exploits corrected than wait for complete integration testing.

Slackware needs some method of keeping current. On a stable debian box with updates pointed at security.debian.org a nightly (or hourly!) call to apt-get update; apt-get upgrade (with appropriate flags to resolve prompts you might be given during the package upgrade) will assure that you have the latest security patches applied. BSD has make World, redhat has up2date, mandrake has urpm... these are all inferior, but fine alternatives. Even microsoft has windowsupdate (which was also subjected to defacement the other day ha!) and various unattended install methods which come with the OS.
Oak Ridge is parially related to TVA, they do some very sensitive stuff there (like building THE bomb). I remember when I went in to one of their centers they give you a work over with the metal detectors and everything.
I know of a few projects here which have wound up in commercial venus. *Usually* a commercial org is sponsoring any major project, but many proejcts aren't and I've seen a few GPL ones. I believe that the student is free to publish their work in GPL, but that the university has just as much a claim to that work so they could release it under different licensing because it does in part belong to them.
if you're writing C++ that's slower than Perl you're doing something wrong. I challenge you to support any statement to the contrary.
Sure, Perl has built in facillities that can do some common stuff very quickly, but if you used the same algorithms in C++ it would almost certainly execute faster.

You are buying trust, and liability... if Verisign's infrastructure fails then they are liable for any damage to their customer's trust infrastructure. It may be that Verisign isn't setup for catastropic failure (do the research yourself). You need to see their contracts specify liability and how much, and who pays and who is backing them. Who provides their insurance? What does that policy cover? What's their PKI policy, how is this ENsured? How is that procedure audited?
I prefer that which makes me happy... all these things could make me happy, I don't favor any of them... I might have had previous positive/negative experiences relating to them, but that does not preclude the realm of future possibility.. so I don't have a strong preference for one and against another...
