That's a pretty limited view. Just because you can't conceive of a use for more storage, doesn't mean that none exist. What about keeping copies of all your (legally purchased) movies and music on your HDD, for easy distribution around the house? What about someone with a DV camera who wants to archive every piece of footage he takes?
If I change the oil in my car myself, every ~3000 miles, it costs me about $20.
But this is really only true if your time has no value. Even if you can change your oil as quickly as the Quicky Lube, you're using time that could be spent on another activity (even if it's reading a book in the Quicky Lube waiting room).
This seems to apply even more so to using a computer: do you really want to spend 10 minutes tweaking/etc/inittab (to use your example), or would you rather have spent that time writing code, playing solitaire, or reading slashdot?

Now, why is this? Probably because GPS is not 100% accurate. Even at it's best, consumer grade GPS (I'm going to assume A9 doesn't have access to military level equipment) is only accurate to about 20-30 feet.
You're right, they probably don't have military equipment. But, you don't need military equipment to make GPS extremely accurate. One good example is the differential GPS system in Minnesota which is used for, among other things, city busses and snow plows (and is available for use by anyone with the necessary equipment). It has horizontal resolution close to a centimeter, and vertical resolution close to three centimeters.

First, the cellphone user is not paying for the call, they're paying for the airtime and their connection to the cellular network. Why should the caller pay for your choice to use a cellphone? Just don't answer the phone!
Second, the caller won't know in advance how much the call will cost. What if I'm roaming internationally? The caller may think they're dialing a local call, but still get charged $5.00 a minute.
...for over $2200? I realize it needs to have a lot of bells and whistles, but that seems excessive somehow.
