There were no "distribution" of code in this case, but a "distribution" of an idea. The code in question in the modification made for Connolly is static and non-changeable without re-coding it. The code in Mambo is dynamic and changeable in the admin section of Mambo.

Nobody is expecting to find life on Titan! The search is not as much a search for life, but how life started here on Earth. The conditions on Titan is thought to be similar to how it was here on Earth just after it was created. And since the temperature out there is so low, most of the chemical and bio-chemical conditions is still intact and will provide valuable knowledge about the conditions in the newly created solarsystem, aand on how life started back home on Earth.

It would not be cheap! But it could be a part of a greater plan to build a large and permanent presence on the moon. And for that to be a success, it needs to be as independent of supplies from Earth as possible.

And to avoid the risk of launching rockets with nuclear material, this would be perfect for basing this on a lunar base that extracts nuclear materials, process it and launch rockets with nuclear-powered rovers, probes etc.

This lunar base should probably be based somewhere around Mare Imbrium where there most likely are concentrations high enough.

True, but how "big" would NASA have been if all the knowledge and the technology developed by and/or for the military and its presence in space had to been developed entirely for the civilian sector? It seems it is easier to get heavy federal funding for military scientific projects than for purely civilian scientific projects.

Scientific satellites very often use polar orbits since it allows them to cover the whole of the earth surface.

And if the US military hadn't been involved with NASA and space development throughout its history, I doubt there would be much, if any, NASA.
