Sorry to bust your bubble but the Jap's did something entirely different,
they looked at the British designs and execution thereof and knew what not to do.
I work for the Dutch branch of a British company and when internet became available they did the British Thing (tm) and started logging everything on the company's proxy on a per user basis.
That in itself was probably not much of a privacy issue as many servers are logging connections anyway.
What did become an issue was that those logs were made available to all via our intranet.
The idea being this way supervisors/ management could root out abuse of the internet access, like people spending too much time surfing/.
In the UK this was not an issue (no meaningful privacy laws) but for the branches in the other European countries this was illegal and after a few warnings by the (companies own) lawyers the public access to the logs was disabled.
In Holland the management now has to request access on a per case basis and inform the the works council of its reasons.
Rather obvious I'd say, a decent employer (line management and HR) has regular, at least annual, meetings with it's staff.
These can be called assessments or reviews or whatever, a planning for the coming period/year should be part of them.
And that's where a code of conduct should be discussed (or even signed when minimal trust is a problem).

And that was using some high quality turn tables.
My oldest CD's are >20 y/o and all sound as good as new.
Several of the old records have (due to not perfect storage) gotten a little warped and the noise because of dust, scratches and the rest (rumble!) pisses me off as much as when I put them away!
What 'extra' do I want with my 22 Euro CD? A 10 Euro voucher.
What do I want with my 99 cent download? A certificate of licensing that can be used when the download needs to be repeated.
After all, the RIAA claims we're not 'buying' the music but only paying the license to listen to it, I want a (paper) proof of that license.
Although I largely agree with your sentiments I have my caveats, to not (have to) divulge it's source(s) is over time probably the only way 'the press' can be assured of independent and/or privileged information.
The concept of the ban on hate speech is apparently not quite understood by you, speech is only qualified hate speech when it is not conductive to freedom but instead is limiting the freedom of others by unnecessarily/incorrectly labelling them.
