You're only partially right. The premise / proof goes like this ...

Something must be done (there ought to be a law), this (law) is something, therefore it must be done.

There simply isn't enough people questioning the premise. Progressives and Conservatives alike are equally at fault. Both left and right use the same premise, and make excuses for it, and then we get crap because at least it is something. From Health Care to TSA thuggary, to taxes to schools, to the "do it for the children" crap.

Human nature is that there are heroes among us, who will do incredible things at incredible peril to themselves in an attempt to save a life. Even if it is risking their own.

In fact, I can't think of anything more "human" than this.

    A couple of things.

First, To copy a hair style, takes flair and adaption. IF I could have Brad Pitts hair I would. I would download it and put it on my head. It doesn't make me Brad Pitt. But I don't have Brad Pitt's hair, and it takes a skilled artist to even come close.

Second, to copy a Chef is more than recipe. There is a style to the knife work, cooking and other skills required beyond ingredients. Recipe is only PART of the artistry. I we could duplicate the cooking style of a chef, automatically with the fictional cooking machine, which duplicates the entire meal perfectly, who would own the skill of the chef being programmed into the machine?

When I cook, each time I make something, it is slightly different from the last time I made it, it is flair. A TRUE artist has flair and skill that makes each performance unique and yet distinctly the artists. People like the Grateful Dead understood that each performance was its own artwork, and didn't rest upon the recording of a single performance in perpetuity. I don't rest on that one great performance (awesome dinner, if I say so myself) I had two years ago for my wife's Birthday. And if I tried to recreate the meal today, it would have the same basic ingredients but would be distinctly different, the artist's flair.

The idea of resting on one's laurels is sad among the "artist" crowd these days. We miss the great performances that transcend the "notes" of the music. If you've never seen a great performance artist, you're missing something.

I still have no idea what a quadratic formula is used for. Don't bother telling me, because I don't care at this point. I got good math grades because I was good with numbers, and memorizing formulas. The problem in the USA today isn't a lack of quality teaching and quality schools or even a lack of quality curriculum. It is an attitude that doing well in school is for social outcast nerds and to be cool you have to ignore school and learning in general.

It most certainly is the teaching quality. I work in education, and while there are quite a few good and excellent teachers there, there are plenty of teachers that shouldn't be. It is like dodging raindrops.

The current system also a system designed for Industrial age, and not the current post industrial age. We teach things in a manner which preps kids to be factory automatons rather than self organizing information age data processors. Mr Mitra has stumbled upon a new method for preparing kids to be functional adults in the post industrial information age. I've been touting his methods ever since I first saw his presentation.

The attitudes of kids you describe is also rampant. But it isn't helped by requiring those kids be in classrooms to disrupt the kids that want to be there. I've seen classrooms where the teacher spends 1/2 of their time dealing with kids who don't want to be there. Which is completely unfair to everyone involved.

Then there are the parents that think the world is out to get their kids and everything is everyone else's fault not theirs or their kids. Or parents who just don't care. Or no parents to speak of at all (only professional daycare providers).

Suffice it to say, the problems with modern educational system can be spread around to a myriad of places. We just don't have the guts to do anything about the problems as they exist for fear of hurting someone's feelings or fear of breaking the status quo.
