I recently bought Sony hometheatre system. DVD that came with it refuses to play CDs that I recorded myself from MP3s into Audio CD format, although they play fine in any other stereo system. This one accepts only original CDs.. Now what's up with that?
Unfortunatelly Russia is a place where anyone with a lot of money (that would be you, an investor) will draw a lot of attention. And there would be a lot of people to try and get a share/all of it. With guns, etc...
Russia is not a safe place to be, so it is not even safe to come to Russia and try to oversee something. Mafia may even just get to the codeshop, take the money, and close it. And there is nothing you can do about it.
So a choice is to know people there who are involved in criminal activities - this is as common as a profession as any other, who would take care of that dark side of things.
This is just my two cents, I am not raving about the situation. I feel very sorry for them. Unfortunatelly I knew people who got damaged for even less kind of money.
I learned programming in Russia, there I also met a lot of programmers and now I have a pretty good picture of how they are different from American/Canadian ones.
A lot of programmers are actual geniuses, they all have finished some technical universities, which, by the way, are much much harder than American ones. Emphasis on Maths and Physics, as well as very strong Computer Science theory is practiced a lot.
Russian programmers are very very cheap. For $200/month you can keep a programmer happy. That's pretty unfortunate. Most of those people are real geeks and really enjoy this. But hell they are smart. I have not seen more knowledgable programmers in Northern America.
So, getting back to the topic, if one would consider outsourcing a project to Russia:
* choose one of the big cities (St.-Petersburg, Moscow, Kiev)
* it will be dirt cheap
* if you have real good specs - you'll have your code in no time. Good quality code.
* better have some connections in Russia, otherwise you might have complications.

At work I have a good 600 PIII box with 256 RAM. I used to have Win NT on it and the speed was alright. I am doing intense Java development (JBuilder) constantly running Apache Web Server/JServ + JBuilder + Oracle Client + 5*(IE Windows) + a lot of other crap. It was running fine, but my friend told me that with Linux it will fly.
I erased everything, installed Redhat 6.2 with KDE and GNOME. I did not recompile the kernel.
I did not see any performance difference between KDE or GNOME, both sucked. Yes, sucked, you open up Netscape (16 megs of RAM!!!!) window and try to drag it - it moves very very sluggy. Now what is that? I downloaded Mozilla, just a little better.
Now with JBuilder and couple of Netscapes my RAM was 217M full!!! Now I understand that this is not really actuall memory that is used, but still.
I could not take that, so I cleaned up everything and installed W2K Pro. And I love it. It is by far the best working environment I used.
The point is, Linux sucks on the GUI/X Windows big time. It is really slow and pretty buggy. On the other hand, I am using it as my firewall and loving it. With no X installed it makes the best server/firewall there is. It is relativelly easy to set up. And Java, Apache, Oracle run greatly on Linux as services. I think this is where Linux kicks major ass... But not on the client side.
There was a version of Basic in Russian that I learnt in high school. It was pretty much just a translation of keywords and allowed to give Russian names to the variables.
But I don't know any Russian programming languages. Although I don't think it would be very usefull. I think English is pretty good for this purpose and I can't imagine programming in any other language. Although English is my second language.

I recommend this book "Java Design Patterns. A Tutorial" by James W. Cooper. This book describes in a great detail design patterns in Java and their use, it also has UML diagrams for all of them. Those of us who are familiar with 'Gang of Four' and their "Design Patterns" book would find this really usefull. Enjoy!

Gagarin was no sham. What are you talking about? This whole thing happened, and it is a fact. It is unfortunate to see that Americans will try to come up with such ridiculous stuff rather then admit that somebody else could've done that better.
How come in the list of the most important achievements of the 20th century (American version) it has travel in space by American, and it completely ignores Uri Gagarin 1961? He was the first man in space, but no, Americans have to show their pride for nothing and try to bend the facts their way.
As for the money. Trust me, nobody in this world is giving money for free, and that money is not your money anyways, those are not your taxes. Don't you think America is getting something back out of this. How about having a cheap working force and an easy way to conduct/watch experiments, taking good ideas from others.
