for a 2-3 hundred/month you can get a dedicated hosted server from someone like dn.net (where btw slashdot is hosted). You will have access to massive bandwidth and full control over the box. You could also find a (semi)local company that provides similar services in which case you would have physical access to the server.
Even load balancing between 5 boxes hosted at dn.net will probably cheaper than running a dedicated T1 line to your office.. And your servers will be on multiple-DS3s..
This can be done using Netscape's Client Customization Kit (that's what it is officially called I think). If you search around Netscape's site, you should be able to find it (here actually).
It lets you change buttons, menus, default options, throbber and lots of other neat stuff. It's primarily designed for ISP who would like to package their own Navigator versions.
I also believe they have a different CCK package for every Communicator version, so you'll probably need to wait for 4.7 CCK to come out.
Alternatively, some hackery can be done using Windows resource editor that ships with most Windows IDEs.
You are supposed to pay sales tax on everything anyway - if you order from other states and do not pay it, you need to pay it when you do your state taxes at the end of the year.

I have average close to 60-70 Apache threads running as a regular load on Pentium-120 with 64megs of ram without any problems. Most of those are database-generated, rather than plain file GETs. Someone has been either drinking or got paid some dough..
