As far as this report indicates, Humphrey BELIEVED he put his nation's interests before his own. That said, your belief in good and evil is different from his and mine. No two parties will ever agree on what the right thing to do is in every circumstance, but I would trade what we have now for good intentions.

When I was 6 years old, my father took me back to the store where I'd stolen a pack of gum with the money to pay the owner. After a rather sheepish apology that involved no eye contact from me at all, the proprietor accepted my dime and my remorse. My punishment was to return to the store after school and sweep for a week, every day after school. In the movies, that's how the story ends, with an errant youth learning a valuable lesson. In riaal life, his 11 year old son kicked the shit out of me every day but one... and that one day was the worst because I waited all day for the beating that never came.
Until we develop the technology and generate the will to access off planet resources, these finite things on earth that are being squandered for the amusement of the few need to be rationed responsibly. The incredibly burdensome task of putting each bit of weight into space should not be sold to the highest bidder, but to the highest science.

According to (some) conventional wisdom, the present Corporate policy of shifting manufacturing bases to the least expensive labor market means Foxconn is only awaiting a bit of political stability in Mama Africa.
China has the totalitarian control many in government and other positions of influence are looking for. Your reasonable expectation of truth and honor in your overlord's conduct hinders his ability to serve you properly. The bright, shining light in all this seems to be that the Chinese are going to the trouble to cover it up... this at least implies they care what their indentured populace thinks of them.
