Here in Hungary a similar tax was introduced by Artisjus (Hungarian RIAA). You have to pay it for CD-s, DVD-s, flash drives, and memory cards, etc... They even sued Nokia for not paying this tax for the built-in memory in cell phones.
The result: Black market. A whole industry was built to import these stuff from Slovakia without paying any tax neither to Artisjus, neither VET.
Why do I get advertisements in my RSS reader?
The reason why I subscribed to Slashdot RSS in the first place, because mobile internet traffic is f***ing expensive here
I'm studying IT at a Hungarian university, and we are learning programming on _PAPER_,
because the 15-year-old PC-s we have are a peace of cr@p, and the university doesn't have money for new PC-s.

- I don't have a phone, I have naked DSL.
- I don't have a cell phone. There is no cell phone coverage in 10 km radius.
I wish there were a hotkey for capital letters, so I won't have to PUSH SHIFT BUTTON ALL THE TIME

It doesn't even recognise my thumb drive, so I don't have to worry about security
What about latency?
