I agree with you that nebulous qualitative concepts in one era can and often do become definitive quantitative concepts in another era, but it is not scientific until you can incorporate it into a system of other theories. No scientific theory stands alone. These quantitative formulations stand and fall on the merit of their explanatory abilities and the ability to take such explanations and test them.
